chore(i18n): automate Crowdin translation progress SVG chart and consolidate repo chart workflows

Browse Source 
Add automated Crowdin translation progress SVG chart generator, test, and workflow. Consolidate star history and translation stats generation into unified repo-charts workflow, and update README links.
