feat(library): allow pausing book dock import task

Browse Source 
Introduce a control mechanism to pause and resume the Book Dock import task.
Suspend resource-intensive background file ingestion and metadata finalization
to avoid system overhead or database locks during large-scale operations.

Closes #593
